The Oshkosh Area School District Board of Education has confirmed the appointment of Kelly Skifstad as the new director of special education, effective from July 1, 2025. She will replace Linda Pierron, who is retiring after commendable service to the district.
Skifstad is set to return to the district where she previously worked from 2013 to 2023. Her past roles included special education teacher, special education department program support teacher, and district special education coordinator.
"Kelly's service-oriented leadership approach and deep understanding of our district make her the ideal person to lead our special education department," said Dr. Bryan Davis, OASD superintendent. "Her commitment to inclusive practices and strategic improvement aligns perfectly with our district's vision of excellence for all students."
Currently, Skifstad is a program specialist for special education in Marion County Public Schools in Florida, where she handles over 43,000 students. Her responsibilities include overseeing specialized programs, ensuring compliance with state and federal regulations, and supporting teacher development through coaching and professional learning.
In her previous time with the Oshkosh Area School District, Skifstad worked with literacy and math departments to create professional learning plans, and designed a multi-year special education strategic plan. She also partnered with principals to enhance special education processes and improve inclusion efforts.
With over 12 years of experience in education and five years of leadership in special education, Skifstad holds a Bachelor of Science from the University of Wisconsin-Superior and a Master of Science in Educational Leadership from the University of Wisconsin-Oshkosh.
"I am thrilled to return to the Oshkosh Area School District in this leadership capacity," stated Skifstad. "My leadership philosophy is service-oriented, grounded in the belief that empowering staff, students, and the broader educational community fosters professional, academic, and personal growth. I look forward to contributing to a district that values equity and excellence in special education."
Skifstad is scheduled to officially commence her role on July 1, 2025, following a transition phase to maintain service continuity for students, families, and staff.
