The City of Appleton has announced the availability of its Homeowner Rehabilitation Loan Program, aimed at maintaining the quality of housing in the community. The program is open to low to moderate-income single-family homeowners and owner-occupants of duplexes within the city.
"The City of Appleton recognizes that maintenance of the existing housing stock is important to the overall well-being of the community," states a release from city officials. This initiative provides rehabilitation loan funds with no interest and no monthly payments, thereby increasing property value and extending home life.
Applications for the program will be accepted from March 10, 2025, through April 18, 2025. Interested parties can access applications online or at designated locations within City Hall during this period.
To qualify, applicants must reside in Appleton and have occupied their home for at least 90 days prior to applying. Homes must be physically and financially viable for rehabilitation. Additional criteria include meeting gross income limits set by HUD and personal asset restrictions.
Loan amounts are determined based on several factors, including a maximum limit of $25,000 or an amount that does not exceed 100% of the home's current value when combined with existing property debt.
Eligible improvements prioritize essential repairs such as addressing lead paint hazards, electrical work, plumbing, heating, roofing, and foundation issues. Cosmetic upgrades are not covered under this program.
Repayment is required upon sale or transfer of the property but carries no interest charges.
