A new bill authored by State Rep. Ron Tusler in the Wisconsin Assembly seeks to enhance emergency response by funding interactive mapping data development for technical college buildings, according to the Wisconsin State Assembly.

According to the Wisconsin State Legislature's official website, the bill was described as follows: "grants for technical colleges to provide mapping data to law enforcement. (FE)".

The following is our breakdown, based on the actual bill text, and may include interpretation to clarify its provisions.

In essence, this bill mandates the Office of School Safety to provide grants to technical college district boards for the purpose of submitting interactive critical mapping data for their buildings to relevant law enforcement agencies and the Office of School Safety. The grants, applied for by the president of the technical college system board in collaboration with district boards and local law enforcement, are intended to develop site-specific mapping data aimed at enhancing security and situational awareness for first responders. The data funded by these grants must be compatible with existing public safety platforms and tools and should not necessitate additional software purchases by authorities. It should include details like building numbers and room designations to better assist in emergencies. The Department of Justice is required to provide an annual report on these grants and their expenditures to the cochairpersons of the Joint Committee on Finance.

The bill was co-authored by Senator Jesse L. James (Republican-23rd District), Representative Lindee Rae Brill (Republican-27th District), Representative Barbara Dittrich (Republican-99th District), Representative Joy L. Goeben (Republican-5th District), Representative Rick Gundrum (Republican-58th District). It was co-sponsored by Senator Dan Feyen (Republican-20th District), Senator Steve L. Nass (Republican-11th District), and Senator Van H. Wanggaard (Republican-21st District), along seven other co-sponsors.

Ron Tusler has co-authored or authored another 85 bills since the beginning of the 2025 session, with none of them being enacted.

Tusler graduated from the University of Wisconsin-Milwaukee in 2007 with a BA and again in 2010 from Marquette University with a JD.

Tusler, a Republican, was elected to the Wisconsin State Assembly in 2017 to represent the state's 3rd Assembly district, replacing previous state representative Alvin Ott.

In Wisconsin, the legislative process starts when a senator, constituent, group, or agency proposes an idea for a bill. After drafting, the bill is introduced, numbered, and referred to a committee for review and public input. If approved, it moves through three readings and votes in both the Senate and Assembly. Once both chambers pass the same version, the bill goes to the governor, who can sign it, veto it, or let it become law without a signature. Only a small share of bills introduced each session ultimately become law. You can learn more about the Wisconsin legislative process here.
