Neenah approved roundabout feasibility study with Menasha

The Neenah Common Council has approved an intergovernmental cooperation agreement with the City of Menasha to conduct a feasibility study for a roundabout at the intersection of Nicolet Boulevard and Commercial Street. This decision was made during a meeting on February 19. 

Alderman William Pollnow Jr. raised concerns during the meeting about the motion not specifying a dollar amount. 

“I’m in support of this. A couple of questions I have procedurally, though, it says there’s no dollar amount listed in this motion. And I didn’t read a dollar amount listed,” Pollnow said, as recorded in the meeting's YouTube video.

Pollnow’s questions focused on the financial aspects of the roundabout project, which involves a 50/50 cost-sharing agreement between Neenah and Menasha. At a Menasha Common Council meeting on February 17, Menasha Public Works Director James Merten confirmed that Menasha had allocated $50,000 for the roundabout project, which includes funding for the feasibility study. This financial commitment will help assess whether the roundabout is a viable option for improving the intersection’s traffic flow.

Neenah Public Works Director Gerry Kaiser explained that consultants would be hired to provide a proposal for the project. If the project’s costs exceed the initially allocated funds, both Neenah and Menasha city councils will need to approve any necessary adjustments. Kaiser added that Neenah would be in charge of selecting the consultant, though Menasha would have input into the process. Both councils will engage in collaborative discussions to determine whether the roundabout project should proceed after the feasibility study is completed.

Under the terms of the agreement, Menasha will cover half of the study’s cost, along with an administration fee to Neenah for preparing project documentation. This fee will amount to 10% of Menasha’s total cost share. The Menasha Common Council approved the agreement by a unanimous 8-0 vote, marking a significant step forward in the project’s development.
