UWO proposes tech upgrades for award-winning Radio TV Film program

By day, Dylan Przybylski serves as the sports director for Titan TV in the Radio TV Film (RTF) program at the University of Wisconsin Oshkosh (UWO). On weekends, when the Green Bay Packers play at Lambeau Field, Przybylski gains hands-on experience as part of Tundra Vision—the in-stadium crew responsible for video and audio production, digital scoreboard management, and overall multimedia game experience.

Przybylski advocates for a significant investment in technology to enhance the connection between UWO athletics venues and Titan TV’s studios. The Universities of Wisconsin and the Board of Regents have proposed a $1.4 million investment in their 2025-27 capital budget to fund these upgrades. This includes installing a fiber optic data line to connect Titan Stadium and Kolf Sports Center with UWO’s RTF studios in the campus Arts and Communication Center. Additionally, new technology will be introduced to modernize Titan TV’s control room.

“I see the big benefits of this project from a wide perspective, as it doesn’t only enhance sports but all live productions that students work on,” Przybylski said. “It allows us (students) to be engaged in more modern technology, which we then can apply to the workforce post-graduation.”

The proposed improvements aim to eliminate the need for student crews to transport bulky production equipment for various sporting events. The project addresses outdated teaching practices, accessibility issues, and equipment travel costs.

“This investment recognizes that Titan TV gameday productions at Titan Stadium and Kolf Sports Center represent one of UWO’s best examples of experiential learning,” Provost and Vice Chancellor for Academic Affairs Ed Martini stated.

“UWO RTF students continue to win awards for their stellar sports productions,” Martini added. “Earning this investment in our program will ensure students receive more relevant learning opportunities.”

The next step involves securing endorsement from the Wisconsin Legislature and Governor Tony Evers as part of the Universities of Wisconsin’s two-year capital budget.

Justine Stokes, General Manager of Titan TV, highlighted the importance of replicating industry standards within academic settings. “This upgrade allows us to replicate how any major sport is being done right now,” Stokes said. “Instead of students spending two hours moving gear, you’re really focused on the product and what you’re giving to the viewer.”

Przybylski echoed this sentiment: “As one of the sports directors for Titan TV sports, I work firsthand hauling all the equipment from site to site... The fiber line project would eliminate these issues.”

Stokes noted that Titan TV has been recognized nationally for its quality productions. The program currently has two finalists for the National Student Production Awards for NCAA basketball productions.

“This upgrade will let us go to that next level that I know we can get to,” Stokes concluded.
